As Director of the Hong Kong Economic and Trade Office in San Francisco, Mr Ivanhoe Chang represents the Hong Kong Special Administrative Region Government in fostering economic ties between Hong Kong and 19 states in the western part of the United States.

Mr Chang joined the Hong Kong Government as Administrative Officer in 1995. He spent his initial career on matters related to the establishment of the Hong Kong Special Administrative Region. In 1998, he went on an overseas posting to the Hong Kong Economic and Trade Office in Brussels as Assistant Representative to the European Union.
Returning to Hong Kong in 2002, Mr Chang joined the Financial Services and Treasury Bureau working on revenue and taxation policy, including negotiations with other jurisdictions on avoidance of double taxation agreements. In 2007, he joined the Constitutional and Mainland Affairs Bureau, overseeing electoral policy and legislation. He subsequently served as the Administrative Assistant to the Secretary for Constitutional and Mainland Affairs and worked on the constitutional development of Hong Kong.

Between 2012 and 2016, he was Principal Assistant Secretary at the Commerce and Economic Development Bureau responsible for telecommunications policy. He was also heavily involved in the promotion of the development of creative industries and the establishment of the Innovation and Technology Bureau.

Mr Chang received his Bachelor of Engineering degree from the Chinese University of Hong Kong. He is married.
