Kevin Lombardo focuses his practice in international trade regulations and government contract law. He has more than a decade of experience handling matters involving the following international trade regulations: International Traffic in Arms Regulations (ITAR); Export Administration Regulations (EAR); trade embargoes imposed by the Office of Foreign Assets Control (OFAC); Foreign Corrupt Practices Act (FCPA); regulations enforced by the Committee on Foreign Investment in the United States (CFIUS); compliance with Customs-Trade Partnership Against Terrorism (C-TPAT) program; and the Anti-boycott Regulations. With regard to these areas, Mr. Lombardo has conducted compliance audits, developed training programs and handled licensing issues in addition to investigating and resolving alleged violations.
Mr. Lombardo also has experience in federal government contracting, including contract formation, compliance, disputes, claims, terminations and allegations of fraud. He has investigated, prepared and litigated numerous successful contract claims against the government. Mr. Lombardo counsels clients on government contract compliance issues and also manages internal investigations. He has defended cases brought under the False Claims Act (FCA), and helped manage litigation in several FCA cases, including representation of one of the defendants in Allison Engine Co. v. United States ex rel. Sanders, a qui tamcase heard before the United States Supreme Court.
Mr. Lombardo received his J.D., cum laude, from Loyola Law School in 2001. During law school he served as a judicial extern for the Honorable Stephen J. Hillman, U.S. Magistrate Court. He also studied abroad, taking courses in international law at Trinity College of Law in Dublin, Ireland.
Mr. Lombardo received his B.A. from the University of Washington in 1997. Prior to attending law school, he worked for The Boeing Company in Seattle, Washington.
